No. Install a remote access app on your MacBook; Windows runs on your MongCloud PC. You do not change your Mac’s operating system or boot it into Windows.

Can I use it without the internet?

An internet connection is required to access and control your cloud PC. Connection stability and latency can affect the experience while traveling.
